Organizational messages
As an admin, you can send custom messages to people in your organization using the Organizational Messages feature. You can create, manage, and track all messages from one place. This helps improve the user experience inside Microsoft products.
You can use it to share training, updates about Microsoft 365 services or licenses, or any important company news. Organizational Messages in the Microsoft 365 admin center makes it easy to communicate with your users.
Lets do it step by step :
Login to admin center : https://admin.microsoft.com/
Navigate to Reports –> Organizational messages–> create a message or send urgent message

for an example I will create a message, Choose your objective viz what do you want your message to accomplish? I will demonstrate: Tech updates option –> hit next

Choose where to display your message: Display your message where it will be most effective for your purpose–> I will select Notifications area

Choose how to create your message : I have selected software –> hit next

Choose predefined content : Select from preconfigured content associated with your previous choices
I have selected browser update ready : restart to update automatically –> hit next

Write your message –> hit next

Select message recipients–> Select the audience for your message using organizational attributes such as user groups –> hit next

Schedule your message –> select date and frequency

Review and finish your message


Done
